FREEPORT, ILLINOIS — The City of Freeport will hold a public hearing on August 19, 2019, at 5:30 p.m., in Freeport City Hall Council Chambers, 314 W. Stephenson Street, to provide interested parties an opportunity to express their views on the proposed federally-funded Community Development Block Grant (CDBG) program. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Andrew Zupkoff, Director of Community and Economic Development at City Hall, 314 West Stephenson Street, Freeport, IL 61032 at (815)- 235-8221 no later than August 15, 2019. Every effort will be made to make reasonable accommodations for these persons.
On or about August 29, 2019, the City of Freeport intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include, but not be limited to, the following activities: rehabilitation of privately owned, single-unit, owner-occupied homes, including but not limited to roof repair/replacement, window replacement, accessibility modifications, interior wiring, furnace, central air conditioning, water heater, plumbing repair, sewer lateral replacement, incoming waterline replacement, insulation of attic and walls, and repairs to floor and subfloor. The total amount of CDBG funds to be requested is $500,000. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is $500,000. The City of Freeport also
proposes to expend $20,000 in non-CDBG funds on the project. These non-CDBG funds will be derived
from the following sources: City of Freeport Fund 36 – Neighborhood Housing Development Fund, in the
amount of $20,000.
Information related to this project will be available for review prior to the public hearing as of August 1, 2019 at the office of Community Development Department in Freeport City Hall, 314 W. Stephenson Street, between the hours of 8 a.m.-5 p.m.. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Written comments should be submitted to Andrew Zupkoff, Director of Community and Economic Development at Freeport City Hall, 314 West Stephenson Street, Freeport, IL 61032. Comments must be submitted no later than August 15, 2019 in order to ensure placement of such comments in the official record of the public hearing proceedings. A plan to minimize
displacement and provide assistance to those displaced has been prepared by the City of Freeport and is also available to the public. This project will result in no displacement of any persons or businesses.
