Dennis Carr joined the Freeport Public Works Department on November 6, 2017 as Director of Public Works.
Dennis is a native of Peoria, IL and has spent 11 years in the Civil Engineering field designing everything from parking lots to complete streets. Dennis has worked in most civil engineering roles related to roadways, including but not limited to sewer, green infrastructure, pavement and roadway design, signal timings, and ADA compliance.
Most recently, Dennis held the position of Project Engineer for Hanson Professional Services Inc. in Peoria, IL, in which his last major accomplishment was the completion of a complete set of bid documents for Northmoor Road in Peoria, IL. The construction of Northmoor Road is budgeted at over 10 million dollars for approximately 1 mile of urban roadway that incorporates a new 3 lane pavement, storm sewer, green infrastructure, bike path, traffic signals and multiple retaining walls, to reduce the impact to the surrounding properties which includes 3 schools, a district bus barn, 3 churches, a fire station, and a retirement community.
Dennis earned his BS and MS in Civil Engineering at Bradley University in Peoria, IL and is a licensed Professional Engineer.
Dennis looks forward to serving the residents of Freeport, and providing appropriate guidance to better utilize funding for roadways and utilities alike. Shop with a Cop took place this past Saturday with officers on hand from Freeport, Stephenson County and the Lena Police Department, children and a parent were paired with a police officer or deputy to look at toys and clothes.
“It’s about giving back for us in law enforcement,” Shenberger said. “This creates a bond with the children to see us in a positive light. Blake Klosa joined the City of Freeport on December 4, 2017 as our new Nuisance Inspector. Blake will be working alongside Neighborhood Services Manager Alex Mills in the Community Development Department at City Hall.
Blake, and his wife, Wendy are natives of Freeport, and raised their four children in the Freeport area. Some of you may know Blake from his previous tenure at the Freeport Police Department. Blake served the Police Department for almost 28 years before retiring this past May. He was hired as a sworn patrol officer, working his way up through the ranks to the position of Administrative Lieutenant.
Although Blake has enjoyed spending time with family and friends during the seven months since his retirement, he is looking forward to serving the City of Freeport again in this new capacity.
Blake’s background with the Police Department, along and his knowledge of the City and its residents makes him an excellent fit for this position. The City has a proposed budget of $20,000 for 2017. The Paint the Port event generated $10,000 in net proceeds that will be included in this year’s Façade Improvement Grant Program. The total anticipated funds for 2017 will be $30,000. Funds not expended within the given year may be carried over and available in future years.
The Façade Improvement Program is intended to assist with the costs of enhancing the outward appearance of downtown buildings. Under the program, property owners or business owners within the Downtown TIF area are eligible to apply for (for example: corner properties). For purposes of this grant a primary façade is defined as one facing the street.
The City of Freeport Community and Economic Development Director, with the assistance of the Historic Preservation Commission, will recommend applications to the City Council. The City Council approves grant awards under the program. Grant program compliance and the reimbursement of funds are overseen by the City of Freeport Community and Economic Development Department.
Grant money will be payable as a reimbursement after the Completion Report/Request for Reimbursement form and supporting documentation are submitted to the City of Freeport’s Community and Economic Development Department. Individual grant applications will be accepted for multiple buildings with the same owner. Multiple grants for phased rehabilitations will be considered and based on availability.
It is not the purpose of this program to finance ongoing improvements that may be considered part of a building’s regular maintenance. Each eligible improvement will be funded by the program only once.
